Click on your duplicate layer

Grab your selection tool/rounded rectangle and draw across

Promote selection to layer

Add an inner bevel

Effects/reflection/rotating mirror

Everything should be at 0 and reflect checked

Duplicate and move to top/merge together

Add noise/random/noise at 20/monochrome UNchecked

You can put any brushes or decorations you want...or leave as is

New raster layer and flood fill

Selections/select all/modify/contract by 6/hit delete/select none

Add same inner bevel and noise

Merge visible again/crop/add proper copyright
