Open template and delete copyright layer

Square - p3

Effects/texture/antique mosaic

Dark grunge - flood fill

E53 - resize 115%

Light grunge - flood fill a different color

Frame fill - flood fill color of choice

Add close up

Effects/art media/brush strokes:

Layer properties - opacity 50

Frame2 - p5

Frame fill - use another color

Frame1 - p5

Position tube

Merge the rectangles together

E10 - Mura meister/copies/line rotate/8

E8

E21

E20 - mirror

E9

E27

E34 - resize 40%

Merge visible/crop/resize as needed/add proper copyright
