Open template and delete copyright layer, word art layers, and bottom 4 layers

Image/canvas size/1000x1000

Merge lilac rect 1&2 - p7

Merge top & bottom rect - p10

White rect - add noise of choice

Gradient rect - adjust/H&S/hsl/120,89,50

Black circle - p8

Merge squares together - p14

Add same hsl for the circle gradient

Click top layer

Frame2 - free rotate right by 10

Sequins - position/duplicate/mirror

P11 - apply mask/merge group

I resized my mask layer by 120%

Hanging baubles

Beads

Bauble2 - resize 60%

Skull snowflake - resize 70%

Frame1 - resize 70%

Add noise of choice

Cocktail - resize 70%

Position tube

Merge visible/crop/resize as needed/add proper copyright
