Open template and delete copyright layer and white background

DS as you go
E82 - resize 60%
Image/free rotate/left by 90
Duplicate/image/mirror and position where you want
Drag the layer lines and dots h down to lines and dots v and merge together- p2
Rect2 - p2
skip up to frame trim and use p2
Rect1 - p16
Merge blue and pink circles together - p5
Frame fill - p14
Frame - make a gradient of choice and flood fill
Scallop frame - p18
Big circle - p19
Crop
Click top layer

E134 - resize 60%
E26
WA - (erase copyright) paste into position...add a small gradient glow of white
Paste tube and position
E21 - resize 60%
Image/free rotate/left by 90
E19 - resize 60%
Image/free rotate/right by 90
E103 - resize 45%
E101 - resize 50%
Merge visible/resize/add proper copyright and you are done
