P13 - send to bottom and apply mask/merge group/duplicate x2

Frame fill - p11
Crop image
Image/canvas size/700x700
Click top layer

E9 - drag down to layer below word art

E11 - resize 40% - position layer above ribbon
Duplicate/image/mirror/image flip
E01 - resize 15% - click top layer and position
Duplicate/image/mirror and place
Add tube of choice as you think best
Crop again if you desire
Merge visible/resize as needed and add proper copyright
