Open p10 and apply mask/merge group

Frame1 - image/resize by 120/image/free rotate left by 20
Grab magic wand and click inside frame/selections/modify/expand by 4/paste paper of choice/invert/delete
Put a small gradient glow on the frame
Position tube as you like
Lights
Flower1 - resize 80%
Happy 4th ribbon - resize 50%
Star1 - resize 30% and image/free rotate/right/20
Stars2 - resize 30% - paste at one end of lights and duplicate/image/mirror and place at other end of lights
Ribbon - resize 120%
Merge all visible/crop/resize as needed and add proper copyright
