Medium circle solid - flood fill green

Crop and resize 75%

Place in middle of top shamrock

Repeat for other 2 shamrocks

Position your tube kinda in middle

Merge word art layers together - I resized the word art by 80%

Crop/resize as needed/add proper copyright

Resize by 80%

Splat2 - position at bottomish

Frame2

Frame8

Merge frames together

Grab your magic wand

Click inside/expand by 5/p17/invert/delete/select none and move down one layer

Doodle4 - position on frame, top right

Lollipop - position on right side

Position your tube 

Cupcake2 - resize 60% and place bottom right

Leprechaun - resize 50%  and place next to cupcake

Hat - resize 40% place next to Leprechaun

Lucky pig2 -resize 60% and place a little to left of hat and a little in front

Merge all visible/crop/resize as needed/add proper copyright

Merge E31&39 together and resize 80%

Position tube
